Job Description
This role is a fixed term position in response to increased demand within our high priority work programmes. We are surging in people and resources in response to these priorities. This role is fixed term / secondment through to December 2026.

Be part of a transformation team at the forefront of service design and user experience.
As Change Manager, you'll work with a talented team, including Service Design and UX Leads, to deliver sector adoption plans and drive user-centric change across the RM3 programme. Reporting to the Chief System and Transformation Officer, you'll champion innovation, inclusiveness, and delivery excellence, helping shape the future of New Zealand's planning and environmental management system.
Key Responsibilities:
- Lead the development and delivery of sector adoption plans, leveraging behavioural insights and change interventions to drive successful transformation.
- Champion service design and user experience, guiding dedicated teams to embed best practice and innovation across all transformation workstreams.
- Collaborate with enablement and change teams to ensure workforce capability and readiness needs are met, supporting the RM3 programme's ambitious goals.
- Monitor performance, escalate issues, and drive delivery excellence to achieve outcomes, quality, and timeliness.
- Foster a culture of inclusiveness, accessibility, and genuine partnership, working at the heart of New Zealand's system transformation.

- Experience in complex, multi-stakeholder transformation programmes.
- Expertise in service design, user experience, and change management.
- Strong collaboration and team leadership skills, with a passion for user-centric change.

Whānuitanga Utu ā-Tau | Salary range
Salary range for this role is $119,974 to $145,706 pa. Appointment within this range will be based on skills and experience.
