Job Description
The Minister Responsible for RMA Reform is seeking expressions of interest for two independent experts to be appointed to a Streamlined Planning Process (SPP) Panel for:
- Plan Change 81 (PC81) to the Tasman Resource Management Plan, and
- Change 1 (C1) to the Tasman Regional Policy Statement.
These plan changes are intended to enable the next ten years' worth of housing and business land supply in Tasman District implementing the Nelson Tasman Future Development Strategy. More detailed information on the plan changes can be found here: https://shape.tasman.govt.nz/urban-growth-PC81
The SPP Panel will play a central role in considering submissions, hearing evidence, and making recommendations to Tasman District Council on the proposed plan changes. The Panel will consist of five members – three (including the Chair) appointed by Tasman District Council and two appointed by the Minister.
We are seeking candidates with specialist expertise in one of the following areas:
Position 1: Natural Hazards and Climate Adaptation Expert
Position 2: Expert on the Implications for Development Costs and Uptake of Urban Design Provisions
About the Streamlined Planning Process
In April 2026, the Minister directed Tasman District Council to use the Streamlined Planning Process under the Resource Management Act.
The process includes:
- public notification and submissions
- further submissions
- a hearing before the SPP Panel
- recommendations from the SPP Panel to the Council
What we are looking for
Across both roles, we are seeking individuals who can:
- apply expert technical knowledge to complex planning issues within a Resource Management Act 1991 (RMA) framework
- assess and weigh evidence and submissions objectively
- contribute effectively to panel deliberations and drafting of the recommendations report
- work collaboratively with other panel members
- attend hearings in person in Tasman District around December 2026 (dates to be confirmed)
In addition:
Natural Hazards and Climate Adaptation Expert
- understanding of how hazards and climate risks can be addressed through planning instruments
- significant experience in developing and assessing district plan provisions to manage natural hazards risks and provide for climate adaptation
Expert on the Implications for Development Costs and Uptake of Urban Design Provisions
- expertise in urban design, development feasibility, or housing economics
- understanding of how urban design planning provisions affect cost, feasibility, and uptake
Term and conditions
- Appointment term: indicatively July 2026 to April 2027
- Panel members will be contracted by the Council
- Administrative and technical support will be provided by the Council
- Appointees must declare any conflicts of interest and comply with applicable codes of conduct
