Job Description
Two Independent Members, large-scale transformation
Independent Chair
Appointed by: Senior Responsible Owner (SRO) & Deputy Secretary, Environment Management and Adaptation
Time Commitment: Time commitment of approximately 1–2 days per month, including meeting preparation.
Term: Up to 30 June 2026
Fees: Will be set in accordance with the Cabinet Fees Framework.
Location: Wellington. Independent members are expected to attend scheduled board meetings in person, with virtual participation used by exception. Some travel may be required from time to time for programme-related governance activities.
Expression of Interest
The Ministry for the Environment is seeking to appoint up to two positions on the Planning and Environmental Management System Transformation Governance Group (Governance Group). These roles are designed to complement the core of the Governance Group, which is made up of the Ministry's leadership team, known as Te Pūrengi.
To strengthen oversight and ensure full system coverage, we are looking for up to two independent members and a Chair to bring additional expertise to the group. Collectively, the Governance Group will provide depth across a range of domains, with individual members specialising in one or more areas.
The roles are:
Independent member - Transformation Change Expert

Will bring extensive experience in large-scale transformation and operating model governance.

Advanced experience across key elements in a programme delivery including benefits, outcomes, value realisation, risk, and assurance.
Independent member - Digital System Transformation Expert

Deep experience leading significant Digital, Data, and Technology transformations.

Advanced experience across key elements in a programme delivery including benefits, outcomes, value realisation, risk, and assurance.
One of these will also be appointed as the Chair.
Both individuals will bring core Governance and Leadership

Deep experience chairing programme governance boards (one member)

Significant experience in financial and commercial governance.
These capabilities may be held by one person or across multiple appointees. These positions are critical to ensuring robust governance of the Programme and shaping decisions that deliver system-wide impact.
